1. There are numerous reasons why destroying a faction is very difficult, starting with the fact that they were somewhat good for early America. Factions protect the minority and with so many out there control of the government doesn't go to just one group because there is so much competition. As long as people have different opinions, amounts of property and money factions will exist.
2. the Federalist #10 states that there are basically two ways to control a faction, removeing its causes and controlling its effects. This can be done many ways, one is majority vote, if the majority is voting then that faction is controlled and at least semi democratic.
